I'm not sure why so many people blame "pro" and competitive players for these changes.

The Halo eSports community has been vocally anti-Sprint, anti-Armor Abilities, etc. ever since they reared their heads in Reach... To say most are skeptical about H5's new spartan abilities is an understatement.

That community asked for sprint to be removed from H5, and we're getting a compromise instead of "no shield recharge (and recharge timer gets reset) during sprint". They've also been less than thrilled at the new post-game "bro posing" scenes.

Static weapon timers were a core part of classic CE multiplayer; having them called out audibly in game though is something getting mixed reactions from eSports people. Maybe it can be toggled off for certain playlists/games; we don't know yet.
