No, it would be for all custom games, not that one specific scenario, and not limited to two people. I mean, theoretically they could limit it, but I would think if it was in for custom games at all it would be for all custom games.

It's not to me. Really it's part of a game mode, you have campaign, Forge, theater, and competitive multiplayer, which is divided between matchmade games and custom games.
