343i never specifically said that it was dedicated servers for matchmaking and custom games. People just assumed that.

I can see why people are disappointed (though I myself have probably been lucky as I've rarely seen bad lag in custom games in all my time playing Halo)

In hindsight, instead of all those stupid questions in the Q&As like 'will this come to PC?' (which was asked multiple times all with the same answer), maybe this question on dedicated servers would've been better for an audience member to ask, if only to have it announced earlier.
