I'm not sure that's quite it. All of the titles GV listed, and also including Halo, were leaps and bounds ahead of everything else at the time. They were enjoyed for so long because they were cutting edge, and more complex than games that even came out years later. They had a lot to offer WITHOUT DLC. I think you have it backwards there: if you have to offer DLC to keep people interested in your game then you've probably NOT made something that has legs.
Halo 4 was simply on par with other FPS games at the time.
