Here's the history on that:
Bungie had blood in Oni. They tried it as a realism element, but it didn't look very realistic.
Then they worked on it, but it just didn't seem right. The blood, once thought to be a realism element, was anything but: The Oni engine couldn't handle blood properly.
An example: You shoot somebody. Blood falls from the wound into the floor. In Myth this looks fine, but that's because Myth has sharp things. But in action films for example, most blood appears on the character because they're not being impaled with javlins, swords, & axes. They are being punched and shot, and the blood resulting from those types of wounds usually shows up on someone's shirt, not all over the floor (even stabbing with small knives does this). In Oni it would be too difficult to paint blood on a character everytime the got punched in the face or shot, so that was never done--or maybe it was early on, before they realized it was too difficult.
