Proto-character and complaints

Here's my proto-character, I'd like some help getting him hammered out right.

Grapple: Always, unless outnumbered or facing obviously superior opponent (Trow, Myrkridian Giant, Forest Giant, Archmage, etc). In which case...
Strike To Stun: First opponent when outnumbered 2:1, or when fighting stunnable but not grapplable (?) opponent one-on-one, unless outnumbered more than 2:1, or facing obviously superior opponent (Trow, Myrkridian Giant, Forest Giant, Archmage, etc). Otherwise...
Flee: When outnumbered more than 2:1, or facing obviously superior opponent (Trow, Myrkridian Giant, Forest Giant, Archmage, etc). Else...
Normal Attack: Rapier and shield. When all else fails...
Use Improvised Weapon: When cannot flee, stun, grapple, or fight with normal weapons.

Now, on to the complaints. (1) No defensive implements available, like shields. I want a small shield to deflect blows with, as that is a key element to defense which I see so often underused. (2) No disadvantages for action-limiting moves, for example Pacifism, Aggression, Cowardice, Foolhartiness, etc. And most importantly, (3) No transfer of points from one category area to another. I don't need a lot of expensive things, so I want to be able to spend more character points on attributes or skills or something.
