I don't see any. The closest I see is:

Human
The most common of the Myth races, humans do not have any particular advantages or disadvantages.
Racial Characteristics: Literacy ~ Semi-Literate
Age: 18/70
Height: 5í/7í
Psychology: No special rules
Reputation: Light
Languages: Bruig
Move: 8

And there's nothing there about MC, RC, S, T, INT, DX, I, WP, or Fel.

Aw, alright. When I first designed my character in GURPS, that's how I got a lot of my points, by making my character a very straight-and-narrow kind of guy (I wouldn't just go around killing people to get what I want, I refuse to use strong magic, etc)

Well, all of them. Perhaps allow half of the points from one area to be transferred to any other areas. So, right now my guy is poor, weak as hell, and a friendly genious. So that's two disadvantages to one advantage. If I could transfer monetary points to attribute points, I could beef my guy up to at least villager-level. And only allowing half would keep people from, as you said, spending all their skill points on attributes, or some such.
