Rumor is that Mega Bloks, the largest merchandiser of Halo products, solicited microsoft for a Mega Bloks Halo game, not to unsimilar to the what the Lego Brand has done 10x over with their licensed properties ( DC/Marvel/SW/Indiana Jones, Harry potter, LOTR). They were supposedly turned down at the time, reason unknown.

If could come out with a cheeky kid friendly game it would be a great success in attracting a new younger crowd. Mega has already captured some of the fun cheekiness in their stop motion animated shorts.
