Any unshielded anything would be susceptible to a MAC round. The Covenant battleplate armor is very strong. UNSC point defense and even missiles aren't so great. Not early in the war at any rate when they weren't designed to take on alien ships. The small cruisers do have shields though so only MAC rounds would be ideal against them.
