Actually, according to its actual placement in space, only Reach and Arcadia are closer to Earth than Harvest. After those 3 worlds, all other currently known human colonies are farther out. Harvest is supposed to be 'out of the way' but since the folks writing about it didn't know too much about astronomy, they ended up putting Harvest on Earth's doorstep, galactically speaking.

This is an older version of my current star chart but you can see what's near Earth at the center here. Harvest is at about the 1 o'clock position:
