The only reason these dev boxes require an internet connection is because MS likely wants to keep tabs on development consoles (i.e., not doing nefarious things, illegitimate resale, etc.), and prevent other details from leaking.
There is nothing to these stories. I'm sure it would make people feel better about this if MS would just come out and admit it, but they're under no obligation to. With the amount of boohooing going on right now, I wouldn't be surprised if this pressures them into making some sort of announcement, though.
