So, based on my understanding of how this works, you can get req packs through in-game currency based on gameplay AND/OR real world currency. So your concern about Pay2Win has a foundation.
Let's see if it has an structural support.
The items delivered in a REQ pack are supposedly weighted and random. As such, paying money effectively gives you more dice rolls and a larger, but not necessarily deeper pool of cards than a person who chooses not to. Either side could get one or many power weapons. It will depend on how rare they are and exactly how random the system is. This seems to early in the process to call for either side, but I feel it's weighted towards Pay2Win
The REQ system has checks and balances on how often high level cards can be played. So let's say I have a pile of rocket launcher cards I got from paying for them and I want to use them at the start to gain an advantage. Wait, what? I can't until my team gets to Level 6? But I paid for these cards. What if the other team is better and gets to Level 6 first and saved up their req points? Well that could be inconvenient for me and my team because they will gain access to higher level stuff. It could also present an opportunity for a comeback depending on how my team is playing and has managed their requisitions. But what if they're all in Phaetons and we're all sitting here with Rocket Launchers? Shoot them down or die trying. Take their bases to gain more energy and see if you can spawn some Phaetons of your own if you have the cards. IDK, this one seems a bit too early to call for either side but I feel it's weighted pretty neutrally.
Ok, so I've spawned my rocket launcher using a card I pulled from a pack I paid RWC for. While exiting my base I get sniped by an AI enemy. Aside from the embarassment, my RWC Rocket Launcher is now free to grab. I hope by Blue buddies get to it first. Crap, it looks like the enemy picked it up and killed my team's Mantis with it that was also spawned from a card that came from a pack he paid RWC for. Hanging my real world head in shame I wait to respawn and go back to my req cards. Wait... I can't spawn another RL until we retake that base? Why did I pay money for these cards if I can't use them whenever I want and the weapons can be used against me? Seems a bit too early to call, but I think it's weighted towards not a big problem. Hold on, Blue team got the base and i have enough energy again. RWC Rocket Launcher #2 I choose you... and on the way out of the base I get sniped by a 10 year old on Red team using a Beam Rifle he pulled from a pack. Well now... doesn't really matter if he paid for that pack or not. I'm getting wrecked and I paid for my power weapon supply which is now up for grabs as I wait to respawn. Maybe, just maybe this isn't as bad in practice as it initially sounds on paper.
Point is, if they've built up the system that seems to be in place there should be little significant advantage except to the team in the long run. Especially as the in-game enconomy begins to take effect and those who play and play a lot get access to more req cards.
Having a RWC option could be a problem if the system itself is broken. If it's relatively balanced rather than just allowing you to pull a Scorpion tank out of nowhere at the start of the match, then the Pay2Win argument is strongly diminished. It's potentially further diminished by good team play.
There is a possibility that the implementation will leave endgame broken. However, I think we need to see it in action first and get some data before we freak out.
