Evidence: This thread was literally started with 343i's statement, saying "We’ll also give players the option to purchase REQ Packs".

Example, I earn (5) REQ packs, my opponent purchases (50). My "conclusion", 50>5.

So yes, purchasing more REQ packs than another player has, gives you more REQ packs than the other player has. That is my assertion, and my evidence is 343i and elementary school math.
