By the time you hit O-6 (Captain, Colonel, etc.) you're either planning on retiring or you've made a whole lot of friends in high places so you can get some stars. That probably goes double for someone who previously served as the captain of the Navy's fleet flagship. Andrew Del Rio is an Earthling so you can imagine that he has all the makings of someone who could easily worm their way into Congress.
