I'm not even sure it's a personal vendetta with him... I think he's just a dick.

I'm a little confused about the Chief/Sekibo thing though. Let me know if I'm wrong:

So, Sekibo's people asked the UEG for extra security for the meeting with the Sangheili, because of the Sapien Sunrise. However, this request was denied. However the Chief shows up and takes out all the Sunrisers anyway, but it seems that Sekibo was injured in the firefight and couldn't be saved.

I don't understand why the request for extra security was denied. I can only assume because of ONI's desire to keep the Sangheili fighting each other and not Earth, but I'm not really sure how this would achieve that.
