Which makes sense for the 90% of the skyline that is unchanged, but not the remain 10% which moves things around. I forget exactly where in Metropolis or Outskirts, but the Space Elevator jumps a significant distance in a few places if you change between classic and anniversary.

So I don't see why they couldn't do it, if they were going to tweak it anyways...
