Well he didn't really address the blame. Presumably the blame for the flaws TMCC would go to Certain Affinity, by this logic.
I don't entirely agree with the logic, though. Along with building campaign and Spartan Ops, there must some directing and guiding done by 343i, in Reach, Halo 4, and this... right?
