It has always been really, really clear that in regards to Earth, Regret had one small fleet that was just looking for artifacts, and Truth had a large fleet capable of taking on the defenses a homeworld would have. They had differing agendas.

I'm not calling Halos story good, but if you can not follow basic points from just the games themselves, you are not the best judge of continuity.
