Yea, it looked to me (a digital artist for three years) to be a vector drawing. Now that I think about it, it makes sense for it to be done in Illustrator or Freehand. I doubt that Bungie had high quality versions of the art to provide. In order for CGW to have that image on the cover, they needed to blow it up. The only way for them to do that and still retain resolution would be to redraw it in a vector program. The color change could have just been a mistake or the editor didn't care if it didn't look perfect.
