That's possible, but bahl'al's abilities are not known to include bringing anything back to what it was before its death. We only know he reanimates dead corpses, albeit in unthinkably large numbers.
So what you are saying is possible, but not completely likely. Also, it seems strange that Balor would depend on the Watcher to bring him back. Considering how inferior the Watcher is to Balor, and the little love between them all, it isn't likely in my opinion.
