I have forgotten his name but the guy who wrote Catalogue on Halo Waypoint told me at PAX either 2013 or 2014 that the Elites speak "Backwards Japanese...Bad Japanese but still Japanese."

I don't really remember the context of the conversation, it was in passing. I was probably complaining about the way Elites looked/spoke in H4 and that might have been what brought it up.
