I've only heard it in relation to when they came out with that teaser terminal for Halo 4. To an untrained ear, the Elites definitely sound vaguely like Japanese, however I've never seen any indication that it was actually Japanese speech otherwise treated, and a quick search only found forums that assert it sounds as such.
