Did you read the article? The only REQS available in classic multiplayer will be cosmetic ones. It's only in Warzone that you can use REQS for anything more substantial like vehicles or weapons, which I don't really have a problem with since giving players quicker access to vehicles and power weapons will just add to the fun and mayhem.
