I think 343 has a much better idea of where they want to take Halo 5 and 6, regardless of the ending to Spartan Ops. At the very least, they have planned books years in advance that feed into the story and they have outlines for where they want the story to go in the subsequent games.

That alone is far more than Bungie ever did, when they saw every Halo game as the final Halo game.
