Nylund told us that H was convinced that the Spartan program was necessary, that she must do it or civilization was doomed.
But I'm not arguing that the two are identical, it's just that they share so many characteristics and that it is funny that in the real world L is a copy of H as H came first but in the haloverse: L came first and H is picking over the bones of L's greater work.
They are opposite sides of a two headed coin.
I think of Janus as being portrayed as a two headed god and I think that L gave H the Janus key.
