Since everything notable Halsey has accomplished was "genetically" (more accurately, magically) implanted in her by Librarian, I'd go as far as to say that Halsey has little, if any, agency of her own. The Librarian planted in her the idea to invent Mjolnir, to perfect AIs, and to forge the dynamic duo of Master Chief and Cortana. That means that virtually everything we know about Halsey, her intellect, her contempt for authority, her drive to save humanity from itself, all stems from the Librarian's plan. Halsey is the puppet of Librarian, if not an extension of Librarian's will.
