Exactly what I was thinking (once scarab got me on this train of thought, that is ;) )

If the Librarian planned Master Chief from the start of her tampering, she planned Halsey as well. She would want someone to proceed in a manner that she herself saw fitting, therefore developing an individual that had similar thoughts, beliefs and modes of accomplishment, which could possibly explain why they are similar.

I doubt when Halsey was invented by creators of the Halo story they thought this deep into it, but this stuff is great!
