Be careful how you read that. From what I understand, those numbers and that terminology is usually referring specifically to the CPU-side overhead of handling draw calls. PCs have to make sure that when multiple PC processes are trying to use the GPU, they don't break anything, so they have fairly bulky drivers in place; consoles pretty much totally drop this protection.
This doesn't necessarily have a huge impact on GPU throughput and utilization, though.
