For the most part, it seemed like Sangheili rarely ever had heavy weapons in the first two games. Small arms like pistols, rifles, needlers, carbines, beam rifles, and swords were the only thing they utilized. I'm pretty sure they left the fuel rods to the grunts. With the Sangheili in Reach and Halo 4 now having total and common access to the heavier weapons, like the grenade launcher-thingy and the fuel rod, they turn into tanks and leave their infantry role behind.
