I think they were best used in H1, and the magic behind them disappeared in H2's host of problems. Gone were the majority of 3 way fights and the overwhelming fear they had in H1. They started to use vehicles and act more like the covenant and that took away their unique twist. Then H3 had really fun flood forms to fight but unfortunately they were only encountered on their own and 2 of the 4 levels they were in were incredibly boring combat wise. To top it off, on the Covenant their encounters were brief and boring.

H1 really used them to flip everything you did in the game in terms of combat on it's head, but they get a bad reputation in H1 from the Library, which was a pretty polarizing mission that most people seem to hate. But 2 Betrayals? Keyes? The Maw? All insanely awesome.
