Here is how I interpret.

Space travel happens, capitalism naturally seeks to expand. Unified German Republic makes a claim on some of the Jovian moons. Working class people on the moons grow tired of "capitalist pigs" or whatever. Koslovic rallies a following with his communist propaganda, and naturally decides to take it out on UGR corporations because he is still mad that his great-great-great-great-great-great-great grandfather had to defend the motherland vs Germany (old wounds I guess).

Another revolutionary faction, the German-centric Frieden, take up arms against the Koslovics and eventually hit UN targets as well.

But I agree, I assume the UGR is a part of the UN, and supported the guerilla Frieden when it hit back vs the Koslovics, but probably publically stopped supporting the movement when it attacked the UN, although Im sure privately many Germans continued supporting their side.

Hey, maybe the Librarian put some geas in Russians and Germans to always argue?
