WI Interplanetary War turned out different?

Hey, guys.

Question that's been bugging me.
I'm a history enthusiast, and I can't help but wonder -- what if the UNSC didn't win the Interplanetary War (2160 - 2170) and instead, one of the warring rebel factions did?

Do you think the rebel factions (either Koslovics or Frieden) would have embarked upon a similar course of space colonization and unification of Earth's military forces like the UEG did, or would Earth have remained splintered and disunited for a longer time? If so, would we have survived the war with the Covenant?

Apprreciate your thoughts.
