Yeah, Halo Wars is designed from the ground up to make building to building fighting impossible. There is, as you said, a paltry selection of infantry. There's a heavy rock-paper-scissors balance that keeps armies incredibly easy to manage. Control is streamlined and geared more toward bashing blobs of units together than carefully micromanaging individual units.
The thing is, I really want to play a more tactical Halo RTS than what Halo Wars offered. If it has to be a PC release because it won't work with a controller, I am more than willing to live with it.
