The designer even brings up "building to building fighting", and how it didn't really flow with their core design. However, the center ground passage is where you have garrisoned towers/wreckage, and as I recall the tower pairs are close enough to each other that anything besides a squad of flame throwers will shoot back and forth at each other.
Also, Halo Wars isn't about fighting any one particular type of unit, which is why there isn't much diversity of infantry. They also keep the complexity of their infantry down by making the more diverse aspects become tech upgrades (the UNSC's medics become a unit in the squad, instead of a squad themselves). When it comes to the Covies, different leaders have different squad leaders which does add a touch of diversity at the squad level.
The UNSC doesn't have that much complexity when it comes to infantry power anyway (unlike the Covies). They just throw a couple of SPARTANs at the problem and oddly enough it seems to solve itself :p.
