Full disclosure: I got tired of Spartan-centric fanfiction in my first two years of reading fanfics, so I didn't really pick up on it.

I don't either, but probably for different reasons. A mock Covenant attack would be hard for the UNSC to pull off, so I don't see it being worth the investment and risk of exposure.
On the other hand, if a Covenant splinter-faction were to attack a colony, I can see the current UNSC delaying aid, and then trumpeting the continued Covenant threat to keep the other colonies in line.

One of my favorite fanfics actually has the Chief doing just this after the events of Spartan Ops.
