It doesn't seem strange to me that Lasky and Palmer (and Lord Hood?) aren't in contact with 117. Spartans are often up to secret stuff, although something more is certainly implied. Also, he could be visiting Mister Chief. It'd be like looking into a carnival mirror.

Heh, that really bugged me in Spartan Ops. I reckon they wanted to show the characters' pretty faces and all, and maybe carrying their helmets or clipping their helmets to their armor would have looked awkward....but sheesh! IT ISN'T SAFE
