Your comparison sucks.
Halo 2 launched with everything the previous game had, and more. As did H3, and Reach. Then Halo 4 launched without campaign theater, campaign scoring, a file browser, firefight, and half of the multiplayer gametypes were missing. On top of that, the custom games options for the gametypes that they did keep were severely limited compared to Reach. Halo 4 was incomplete.
