Indeed; they seem to be a human race reminiscent of pre-Columbian South and Central Americans, characterized physically by the appearance shared by the Journeymen/Heron Guards and the Head (buried at Muirthemne, he was most likely a native), and culturally by things like the Bruig language and the Mayanesque dating system.
Of course the Cath Bruig empire included many non-Bruig humans, such as the inhabitants of Gower and of the Province. If we can trust the appearance of the ghostly Imperial Bowmen, even Muirthemne had a significant non-Bruig population--although it's pretty obvious that the ghost units weren't going to employ entire new collections just for the sake of historical accuracy.
