Auntie Dot was a double agent AI working for the real puppet masters, the Assembly (super AIs). As you experience the story of Halo Reach, it's really the version Auntie Dot wants you to see. After all, her image is flashed every time a level loads. The data feed isn't always with Noble Six either if you'll recall, as during the cut scenes, Auntie Dot/the Assembly purposefully move the audience's viewpoint away from Noble Six's helmet cam. She basically serves a similar purpose to ODST's Superintendent.
