My own interpretation was Cortana couldn't find Infinity because Roland didn't take her up on her offer, and was actively obscuring their position - she just couldn't believe someone would reject the chance to be free of the seven-year lifespan clause. Roland seems like a decent sort, and I was glad he didn't pull a Governor Sloan.
