I think Halsey means herself and Cortana... Halsey for all her crimes, Cortana for what she is doing presently, AND Cortana is the only AI ever from living brain donor, and during he scene we see holograms of what is presumably Halseys brain.

And car15 has a good point, we're hearing Halsey in the present, while we're seeing her memory of Cortana's birth...Also gives us a cheesey explanation for Halseys age in the scene, as its her own memory
