I would guess yes, just because it's somewhat expected, but I'm not sure what the lore reason would be for it if the Arbiter succeeded in his goal after we left.

343i did a great job improving on the Prometheans and making them fun to fight, but I still wouldn't want to play a game facing nothing but Prometheans. Maybe with some more tweaking. And getting rid of Crawlers. I really feel like Crawlers are just annoying, and not fun, and they don't really add much of interest to encounters.

Also, Soldiers could teleport slightly less, too. The amount of times I saw a soldier teleport, reappear, and teleport again within a second on a loop was ridiculous. That's not a fun mechanic.
