Right--no lips and no tongue mean that the Elite's voice comes entirely from the larynx (or their equivalent of it), which would explain why the native Elite language is so guttural.. It's also hard to tell when what we hear in the game is "translated" through AI or some device, and when the elites are just speaking English...
