I would say he assumed us as Reclaimers knew proper containment protocol and had come to the ring as a last resort, like the Forerunner before us, plus he had no knowledge out of his ring to what the Flood were up to. But the first terminal in HCE where he scans the PoA and catches up on human history kind of negates this theory
