I always felt them using vehicles at least in the way bungie did it took away from their character, once in a vehicle they behaved just like you were fighting the covenant or humans.

H3 I found the forms to be not just more fun to fight, but also seemed further differentiated from the Covenant. Just the implementation of them into the levels and story was disappointing to say the least.
