In many cases, yes, it is pure semantics, but in many cases, like referring to the terms of gender identity, it is cause for serious concern.

With your example of the difference between a clip and a magazine, that difference matters when you want to legitimize your setting. A rifle instructor at boot camp isn't going to refer to a M16's magazine as a "clip" because it is the wrong terminology both in theory and in practice, considering the recruits are assumed to have no knowledge of weaponry. When you get out onto the battlefield in the heat of a firefight, two infantry troops will typically know what you want regardless if you ask for a clip or magazine.

The particular situation matters and the author fails to understand that. Hell, he doesn't WANT to understand it.

With most trans people and their allies I've encountered, "cis male/woman" has never been used as an insult or slur. However, the pure and innocently scientific use of cisgender, cis, and other forms has been met with criticism by cis people who are offended that they're being labeled, all the while maintaining the same difference for trans people and insisting we're anything but normal.

Following people insisting that trans be made unequal, "transwoman" is often noted alongside the generalized "women", however, referring solely to cisgender women. It can be used as an insult in this context, as well as when cis people remark with such things like "he/she looks like a tranny." This is typically reserved to equate a woman's appearance with the harmful and highly stereotyped image many people have of transgender women.
