It doesn't seem like we have a concrete answer at the moment. The people with the most data on this is 343 themselves, so hopefully Halo 5 will be a better game because of their data, and because of their investment in better employees in the multiplayer realm.

I'm curious what changes they make. I'm sure one of those changes is going above and beyond on what customizing a Halo multiplayer experience can be.
