He does. But it doesn't really go anywhere as far as that thread.
I think as much as I liked Mortal Dictata, it did feel flabby and was a bit odd insofar as pacing. When the Kig-Yar boarded the vessel I expected everything was going to come to a head right there but it kept going (I dunno for how much of the book--ebooks mess with my perception of how far I'm getting through a novel). And they do bring up all this stuff about how Halsey *was* enabled by ONI, but they don't really register on the characters. They feel a bit like they're spinning off the tracks while Naomi and Steffan get their moment.
