I've been wondering the same thing lately - I'd really like to see more about Halsey's report that billions of people would die without the SPARTAN-II program. Did that simulation include devolution? I feel like it didn't, but it's possible that there was too much enmity by then to avoid a war.
Either way, the UEG definitely deserves no sympathy. But given the collective belief that there were billions of lives at stake, I have a hard time seeing Halsey as a Mengele.
