At times I feel like even the literature is propaganda made to sway us. In the audiobook excerpt for Mortal Dictata, the term "colonial terrorist" (?) is used and Staffan Sentzke acknowledges that term for himself. The UNSC is so hell bent on suppressing colonial revolt that they will condemn an honorable and just rebellion as terrorism. For them, rebel soldiers going toe-to-toe against Marines or boarding a frigate is seen in the same light as the Mamore bombing by extremists, which killed or wounded over ten million innocents.
They even take concern over the Spartans as well. Command seemed to have a slight mistrust towards Jorge for his sympathies towards self-governance by the colonies. Meanwhile, for the Orions and Fours, any behavior later associated with sympathies or affiliation with the insurrection as "mental instability." Ilsa Zane (Initiation) appeared to be in perfect health, yet was considered unstable, whilst leading rebel forces aboard Infinity.
